III. Key Environmental Forecasts

The construction of this project complies with the requirements of the Environmental Impact Assessment (EIA) for Yongkang City's electroplating industry layout plan. According to the conclusions of the EIA:

Upon completion, the project will ensure that HCl, sulfuric acid mist, chromic acid mist, hydrogen cyanide, xylene, and non-methane total hydrocarbons at regional sensitive points all meet applicable standards. Comparative analysis of pre-remediation monitoring data and forecast results indicates that the project will exert a mitigating effect on overall regional ambient air quality, yielding positive benefits for the area's air quality.

Enterprise wastewater will be treated at the centralized sewage treatment station of Yongkang City's Surface Finishing Integration Zone. Heavy metals will meet the special emission limits specified in the Electroplating Pollutant Emission Standard (GB21900-2008) before discharge into the sewage treatment plant operated by Yongkang City Qianjiang Water Services Co., Ltd. Other pollutants will comply with pipeline discharge requirements. The wastewater is ultimately treated by the Yongkang Qianjiang Water Co., Ltd. Wastewater Treatment Plant to meet the Class 1A standards of the “Urban Sewage Treatment Plant Pollutant Discharge Standard” (GB18918-2002). According to the planning scheme, regional wastewater is not directly discharged into the Yongkang River.

Based on predictions, under abnormal operating conditions, wastewater leakage from the treatment plant could adversely affect the quality of shallow groundwater in surrounding areas and groundwater at the nearest sensitive points downstream. The construction unit is required to promptly isolate the leaking source pool and repair the pool to stop leakage upon detecting any wastewater leakage within the plant area. Concurrently, dynamic monitoring of groundwater at sensitive points surrounding the plant (particularly Linxi Village) must be conducted following any leakage incident.

Acoustic environmental impacts primarily stem from industrial, transportation, and construction noise. Provided that planning and layout requirements are strictly followed and appropriate engineering measures are implemented for control, general noise impacts can be maintained within permissible limits, avoiding disturbance to residents.

Solid waste is primarily categorized into two types: hazardous waste, consisting mainly of electroplating waste liquids/sludges, wastewater treatment sludge, hazardous chemical packaging materials, and spent activated carbon from exhaust gas treatment processes; and general solid waste, primarily comprising domestic garbage. Improper disposal may adversely affect regional soil and groundwater environments. The Surface Finishing Integration Zone should promote waste utilization and actively implement waste reduction. Simultaneously, it must properly collect, store, and dispose of all solid waste in accordance with relevant regulations. Under these conditions, significant environmental impacts are generally unlikely.

IV. Proposed Key Environmental Protection Measures, Environmental Risk Prevention Measures, and Expected Outcomes

(1) Waste Gas: Primary waste gases include acid mists from electroplating lines, spray painting exhaust, and electrophoresis exhaust. Acid mists from electroplating lines are collected by category and treated in corresponding facilities to meet the atmospheric pollutant emission limits for new enterprises under the Electroplating Pollutant Emission Standard (GB21900-2008) before high-altitude discharge. Both spray painting and electrophoresis exhaust are organic emissions. After classification and collection, they are directed to corresponding treatment facilities to meet the new source air pollutant emission limits specified in the “Comprehensive Emission Standard for Air Pollutants” (GB16297-1996). Under normal discharge conditions with effective treatment, the project's impact on the surrounding environment remains within acceptable limits.

(2) Wastewater: Implement separate drainage for rainwater and wastewater. Production wastewater is categorized into five types: cyanide-containing wastewater, chromium-containing wastewater, nickel-containing wastewater, phosphorus-containing wastewater, and comprehensive wastewater. These are discharged through the sewage network to the centralized wastewater treatment station in Yongkang City's Surface Finishing Integration Zone. After treatment to meet standards, the effluent is transferred to Yongkang City's municipal wastewater treatment plant.

(3) Solid Waste: Electroplating electrolytic tank residues and solutions, chemical raw material packaging, waste paint cans, and paint residues are classified as hazardous waste. Transfer procedures for hazardous waste must be completed in accordance with regulations. Domestic waste is collected and transported uniformly by environmental sanitation departments.

(4) Noise: Equipment noise is mitigated through vibration reduction, sound insulation, and noise suppression measures to ensure compliance with boundary noise standards.

(5) Other: This project may commence operations only after the centralized heating facilities and centralized wastewater treatment station within the Yongkang Surface Finishing Integration Zone are completed and operational.

V. Preliminary Conclusions of the Environmental Impact Assessment

The project site complies with Yongkang City's environmental functional zoning, electroplating industry layout plan, urban master plan, and land use planning requirements. It aligns with national industrial policies and clean production standards, ensuring pollutants meet discharge standards. Regional environmental quality will be maintained at current levels, project emissions will satisfy total pollutant control requirements, and environmental risk levels remain within acceptable limits. Therefore, from an environmental protection perspective, implementation of this project at the proposed site is feasible.
